Weird, odd texture

I thought it would be like a balm but it isn't. It's a weird gel with a perfumey scent that isn't waterproof and doesn't soak in, so it feels like you have put some kind of hair gel on your lips. I'm gonna use it on my nails. It seems like it might work it better for that use. ???
